Easy way: Use pokemon that aren't weak to water.
Hard way: Grind until your newly evolved Charizard far surpasses Misty's pokemon.

The easiest way to beat Misty would most likely be training a grass type like Oddish, or even train a Pokemon that is neutral to water and just try to overpower her team. Like yoyoyoj1234 Staryu isn't as big of a problem as Starmie, so you could probably wreck Staryu first with Charmeleon and do as much damage to Starmie before he faints, then go crazy with the other Pokemon you trained to beat her.

Or just level up your charmeleon and have the rest of your party filled with pokemon you caught in the wild hopefully one will know leach seed or some hax to slow starmie down

You can catch a Pikachu in Virdian Forest if you can find one, or use a grass type Pokemon like Oddish. Just keep grinding Charmeleon as well.

pikachu is a must. train it till level 23 or so to cause alot of damage to her pokemon!

Your best bet is to catch and train a Oddish and/or a Pikachu.

If you're playing Green (International Blue, thanks to Nintendo of America >_>) and are using Charmander as your starter, Bellsprout would be your Grass Pokemon if you have no intention to capture a Pikachu.
For Red and Original Japanese Blue, just use Oddish.

Judging form the fact that the original poster 'always loses to Misty' s/he is in Cerulean City and cannot backtrack to Viridian Forest to catch a Pikachu.

If you're unable to go back to Viridian, just head up to route 24&25, catch an Oddish and Bellsprout train them, and use the rival and Nugget Bridge to add on a few levels to whoever else is on your team, because it may be better to use whatever else you have to fight than Charmeleon honestly. Use Route 25 and their load of trainers to train up Oddish and Bellsprout so they'll be on par with Misty's pokemon.

Get a Pikachu in Viridian Forest (rare) or get a Bellsprout/Oddish north of Cerulean.

Pikachu isn't an option here, since the person can't back-track to Viridian Forest at the moment.
When I battled against Misty using Charmeleon, I honestly just used random attacks, hoping that I'd score a decent hit and win the match. I managed to beat Misty like that when I challenged her in Blue version a few months back. I also tried using Pidgey as a sacrifice on Red version. It weakened her Starmie a bit, and then Charmeleon finished it off with a few hits. I suppose that this might not work for everyone, so grinding may be your only option at this point.

When I battled against Misty with a Charmander, I believe (because I didn't want to grind) I used my Paras and Pikachu, which I believe you cannot get if you're at Cerulean, so try an Oddish or Bellsprout, like other people recommended.

or just make charmeleon overlevel to be charizard
or just use a lot of smokescreen (need alot of luck of course)
